How do you make a fractal layer?
I use a couple of different fractal art programs to render them. This on is Apophysis 7X.
You lay the layer on a hard surface, then use a hammer to fractal it.
You might try a layer that is fractalized and then blurred. Give it a very high transparancy and it will look like light from the nebula diffused through dust and gas on its voyage.
